The Riverside Superior Court, back in the day, when they utilized Court employed evaluators appointed these evaluators on a form that the Court specifically adopted for its own use, (see example), where the Court actually requested an evaluation of “Parental alienation”, and where the Court wanted to evaluate a move away request 6 month after the children were illegally moved out of Riverside County into San Bernardino County.
There is a minor snag with these forms, however; as they were not approved for mandatory use by the Judicial Council, which would count as a big whoopseeee moment for the Court.

In addition each evaluator needs to provide the fl325 form declaring their qualifications and experience to the Court, which again is a mandatory requirement. http://www.courts.ca.gov/documents/fl325.pdf
